Use the perforation bomb model. This mine should be build-able at guardians after a chassis upgrade. One shot deployment for these mines. They should act as a weak version of the perforation bomb, yielding only 20% of it's damage. 
cost: 500 RU
build time: 10s

Are you thinking one perforation pod hanging out in space until something comes by, or a large mine that deploys a small number of perforation pods when the enemy gets too close?
