Removal of the Heavy Cannon frigate •••••(complete) Nakamura

The heavy cannon frigate is basically a poor implementation of a kinetic artillery ship - the artillery frigate is better at the job and is available at lower tech levels.
On top of that, the special weapon of the heavy cannon frigate is a mortar missile, something that absolutely doesn't do it's job, as we all know.
To be blunt, the artillery frigate will perfectly be able to fill in the role this ship is supposed to have.
