Removal of powerups •••••(complete) Nakamura

According to our tests, as described in the balance report, Hiigarans do no longer need powerups and research burn. This is probably the effect of the prior removal of the energy system as well as the rank-up cost.

If any further increase to the development speed of Hiigaran is required, the measures to be taken will be rather mild.. certainly not as extensive as the effect of mentioned mechanics.

Sounds reasonable.

Task is mostly complete, just need to remove the actual files associated with this. I can't do this while we have an unstable mod, though.
