As some of you probably know, efficiency decreases as you  don't pay your maintenance cost. IGBC came up with some simplification of this. This will both decrease the lag effect and improve the game mechanics at the same time. 
The idea is that not being able to pay your maintenance fees will result in all production queues of the player halting. 
Obviously the maintenance costs will have to be revisited so that we don't cause the players to be forced to stockpile RUs. 
In the end the player will all have to do everything well planned and try to be not bankrupt at the end of each game year (might want to rename that to cycles)

To sum this up, the system will reward good macro-management and punish if the player doesn't handle things well.

Sounds good - the rename to cycles is also a good idea imo.
