There are various items that have been in the Complex shipset for a while which might be considered as being 'under construction'. This dates from around 4 years or more ago, I believe — something that never got going.

It's not really a Homeworld 2 thing, and as such wasn't generally welcomed at the time. Battlestar mod perhaps?
